This can be achieved partly by influencing politicians and partly through consumer pressure. The food industry is in business to make a profit, and there will be no GM food if consumers refuse to buy it. The politicians are in business to get re-elected, and there would be no GM food if they knew they would not get re-elected if they approved it.
